Dawn of the Drones: Europe’s Security Response to the Cyber Age

The Wilfried Martens Centre for European Studies launches the research paper Dawn of the Drones: Europe’s Security Response to the Cyber Age, authored by Henna Hopia, former Visiting Fellow. The technological developments of the 21st century have heralded a new era of warfare. Remotely piloted aircraft systems, commonly known as drones, and cyber technologies have irreversibly changed the conduct of military engagements. The EU’s response has thus far been largely passive but sooner or later it must contend with the military realities of the cyber age. Europe needs to take action and define strategic goals, potential benefits and concrete limits to the use of these technologies. The discussion will feature arguments on how new rules for drone and cyber usage should be formulated and how Europe can play a positive role in defining a robust international framework that creates certainty for the legal use of these technologies.
